Uneven skin tone on Face and body

My son is 11 months old and has drastically different skin tones on face and body. His face is fair, hands are wheatish and legs are way too dark. What could be the underlying condition that has created such hyperpigmentation? I am not being concerned about the skin colour but such uneven appearance that really drags attention.
