since you are suffering from allergic rhinitis there are some treatment options I can discuss
1. surgery is not a primary mode of treatment for allergic rhinitis but since your main complaint is nasal block you can undergo nasal surgery such as submucous diathermy of inferior turbinates, but beware that all other symptoms of allergy will persist except block
2. you should try steroid nasal sprays for atleast 6 months continuously. newer sprays such as fluticasone furaoate can be used once daily and are very safe. sometimes you can use sprays containing steroid with azelastine
3. immunotherapy is the last option available for non responsive allergy and can be considered if you don't want to use sprays
