Trigger Thumb /CTS/???

My father is unable to move his right hand thumb for the last few weeks. Through online search i found that such a problem is faced by diabetic patients. He is having diabetes. Now whom should we consult - an Orthopaedic surgeon or dibetician? Is there a long term solution? What precautions should be taken so that other fingers don't catch the same problem? Thanks

Definitely you should see a ortho surgeon to rule out various causes that can cause problem at thumb joints ; commonly are gout, osteoarthritis, tenosynovitis. He may require an X-ray and few blood tests.
