Acute attack of tinnitus and vertigo usually occurs in case of menieres disease and sometimes in a condition known as sudden sensorineural hearing loss. Since your symptoms are recurrent bus not associated with vertigo both the conditions can be ruled out. Sometimes neck pain can cause tinnitus which is known as cervicogeni tinnitus. I don't see any association between tinnitus and eye issues
