Testosteron low but semen report is good

Hello doc my husband has tested testosteron and the TOTAL TESTOSTERON IS 279 and FREE TESTOSTERON IS 6.16but Semen report is ok.We are confused.He did the Testosteron test in morning 10 am.Here I am attaching both .kindly suggest us how is this possible.
