tooth pain/sensitivity can be due to decay or trauma(various forms including hard bristled tooth brushes or faulty tooth brushing causing removal of protective layer of the tooth -enamel)
if you tooth pain is caused by decay, u need to remove it completely.... if the decay has not involved ur tooth's pulp(nerve)... u only get a filling done... if it has gone deep involving pulp you do a root canal treatment.. that will cater to relieve your pain in case of decay ... the crown on it will act like a protective covering allowing your tooth to withstand the normal occlusal or chewing forces there by preventing tooth fracture in the long run.
if you have excessive sensitivity due your exposed inner layers then depending on how much is the extent you decide on going for conservative treatment option or root canal again followed by crown
