Spots in large no. below neck

Iam attaching a picture. for the reference . these spots have been there in my mothers neck...she is saying its probably due to mositure and sweat .. also she applies...apaste of lemon juice and cream . ..in the morning is it may be because off that...!please ... help and telll what kind of cream we should use to eradicate this.
