You should consult an ENT then a Speech therapist for complete assessment and treatment. After assessing the child if early intervention is required you should consult a psychologist for IQ level and an Occupational therapist.

You need to consult a developmental professional or organisation. Child needs to be assessed properly on all developmental domains including receptive, expressive language and cognition. Once done then a proper intervention plan can be developed including articulation if that needs specific intervention. Your medical counseling reports are not visible to me.
