Walking on toes could be due to variety of reasons. Like idiopathic toe walking( no reasons) flat feet with short tendoachilles, or neurologic condition like cerebral palsy, neuropathy as well. Please get him checked with a paediatrician and a paediatric orthopaedic surgeon before going for therapy, as the root cause needs to be addressed.

Hi... I would require additional details in order to guide you precisely... How good is his developmental milestones...while growing... Is he walking on toes in one foot alone or on both foot... How often it happen.. How about while running... Can he climb up a ramp easily...and decent down in a ramp... As of now... Take him to a neurologist first.. Taking him to a physiotherapist will definitely help him as he would examine him thorouhly and plan a program.. Toe walking is not necessarily be accompanied with Neuropsychiatric issues but a consultation with neurologist will clear everything... Even a thigh pain might be a cause for his walking in the toe as he would like to avoid pain... Don't worry on it too much... At the most he can have tightness pain and stiffness in his calf...if there is no associated issues... Most children's start walking normally as they grow...sometimes Hope this is helpful Revert back incase you need further clarification...
