Sleep related problem

My son, stays in hostel and shares room with three other boys. He is not being able to sleep properly, as the other boys, make a lot of noise, even after midnight. He, mostly, has no other choice to change the room. He wants to use earplugs. My question is whether he can use ear plugs. Are they really effective in noise cancellation? Are they safe? If so, what kind of ear plugs can be used?
