Sleep apnea

Sir, my mother has very high respiration rate like 26-28/min , and her upper body while sleeping looks like she has to forcefully inhale air and she take very shallow breath and very fast,she persistently snore a lot while sleeping, she had her full body profile lst year, blood work,usg,stress ecg,etc everything normal, but she was diagnosed with pre diabetic issue which she managed through diet and last to last month hba2c, fbs,rbs came normal and she still does not consume carbs and sugars, she sometime (only once in a while) have headaches and also SOMETIMES feel too much sleepy in afternoon while at work or home, also after 10 pm,she also have rheumatoid arthritis, but even that is in control , she indeed is obese, is this sleep apnea for sure, and if yes what should i do because she keeps ignoring it, and could we ignore it for a month as we are stuck outside country and will only be back in sept.?? Please help and in meantime wht to do
