First of all dry skin is more prone to tanning and uneven skin tone over the time as compared to oily skin.
So it is always important to use three basic things according to your skin type..a good face wash ,moisturiser and sunscreen.Apart from sunscreen it is also important to cover your face with scarf when outdoors during day time.
Once your skin is normal (free from dryness) you can consult a cosmetic clinic and undergo further treatment for uneven skin tone or pigmentations with lasers or peels depending on the depth of pigmentation.both are safe depending on techniques and wat lasers the particular doctor uses.
Good US-FDA laser which treat tanning or pigmentation don’t have any long term side-effects.they are absotlutely safe( unless any conindications).
