Should i visit Orthopedist or any other

My father has pain in his right foot and he is feeling that it is because of the winter. He is not not able to walk properly... should I take him to Orthopedist or any other specialist? please advice. Last year he was diagnosed with blood clot in brain. that treatment is on going but he is not scared of cold/winter
