once the inguinoscrotal hernia had developed it is intended to create complications at any time ..
if a small intestine is inside the hernia it may get stuck in it at any point of time .. then patients develop obstructions with vomiting .
for your second question if the patient is having slight discomfort even if not having any pain the only solution to it laparoscopic hernia mesh repair ( keyhole surgery). Any discomfort due to hernia may land up in any complications at any point of time.. there is no time limit and it has to be operated.
For your 3 rd questions as i pointed out laparoscopic hernia is the permanent solution to stop from developing complications. SINCE YOU HAD ASKED ABOUT PRECAUTIONS U HAVE TO PREVENT CONSTIPATION , COUGH AND URINARY OBSTRUCTION and heavy weight lifting or labour
