once the inguinoscrotal hernia had developed it is intended to create complications at any time ..
if a small intestine is inside the hernia it may get stuck in it at any point of time .. then patients develop obstructions with vomiting .
for your second question if the patient is having slight discomfort even if not having any pain the only solution to it laparoscopic hernia mesh repair ( keyhole surgery). Any discomfort due to hernia may land up in any complications at any point of time.. there is no time limit and it has to be operated.
