Last 8 days I have slight red rashes or bulges on the tip of my penis. It does not itch or pain. I would like to Know what it is. I have no allergy or any medication.

Greetings. I understand that u have mentioned that u have no drug allergies - but the apparence on the photo - is very likely of that of a - fixed rug eruption. The other possibilities of a sexual transmitted infection cannot be ruled out - howver, that can be commented upon a detailed history and evaluation.
