Red rashes on penis head

This rashes was started before 8 months and it comes and goes. It forms a white scale on penis head. Now a days it is reduced but I have pain from one side of stomach while having sex and I cannot last long. Even my feelings and sensations over touching penis has reduced. I m not able to enjoy sex. I'm ejaculating quickly. Please advice..
