Pulmonary edema (Fluid in lungs)

My mother has fluid in lungs, because of this her legs get swollen (only the feet) can this problem treated in home or should I consult a doctor. She already taken treatment for this two months back again now she his facing same problem when I consulted my family doctor he said again there is fluid in lungs it seems how can this be possible,?
