Possible scabies or other skin condition

My skin has tiny red itchy bumps everywhere. From my hands to my legs, my thights, chest, genitals, and butt. My doctor said she thinks it was Scabies but didn’t seem to look closely at it or anything. I’ve applied the permethin 5 percent cream and more bumps have definitely appeared since then. I see no burrows anywhere so I’m confused. Please help.
