PIH or Vitiligo

I have suddenly developed white patches under my eyes, it looks like Vitiligo but a doctor said it could also be Post Inflammatory Hypopigmentation. I also have a history of scalp psoriasis and it's been coming on and off for a long time. There is no itching or irritation on the white patches and they feel smoother and lighter when I touch it compared to the skin on my face. Any insights would be of great help. Thank you.
