Phimosis or something else?

My foreskin dosent go up when erect automatically. Also i have to apply a little force and then it goes behind with slight pain. But the main issue is i can see some white spots , can you tell me what is the real problem and how can it be solved? I am attaching the photo below for better representation. I by no means want to offend anyone. Please tell me what's wrong and why is not going behind without any problem.
