Penis shrink

Hi any kind doctors, please help me with this. My penis gets big(11-13cm) when I stimulate it with hand(by sexual means). All other times it becomes too small 3-4 centimeter ,it just strinks,i feel like it's no there. Unless I stimulate by my hand it always always becomes too small(both in length and circumference) . Is it a problem, what should I do if so?
