Penis Foreskin retraction

Hello, I am having trouble pulling my Penis foreskin retraction recently. Also I found white substance in inner part of top portion. I recently had cut on the outer part while retracting my skin to clean up. Unable to identify the problem please guide and provide solution. I also seen a skin attached on top penis head.
