Pain in lower belly or in hip

Unable to hold pee, it's very painful. I've reduced drinking water then too every 1-2 hours it feels like an urge for urination. Even if I control it for 10 mins then the pain starts like hell, I can't even walk to the washroom it feels like I move one more step then I won't be able to control it.
