Hi your Hba1c and FBS,PPBS are absolutely normal. Your gall bladder surgery in 2016 has no relationship with current wound. it would have been nice if you have mentioned duration of your wound. It more looks like small wound created due to bite or may be from scratching. sometimes bacteria from our own nails may go and reside inside . that could be a possibility. secondly blood circulation to skin might have reduced. use topical antibiotics if still persistent, rule out varicose veins or underlying arterial diseases or any vitamin deficiency
Next Steps
feel free to consult me on practo if you still have further queries

The wound might have been caused by physical trauma either scratching or minor injury like hitting a table which has gone unnoticed , it might also be an insect bite .. since the wound is healing there is some redness ( the wound however is clean ) . There might be some itching sensation at this time . Avoid further trauma ( even itching ) . Moisturise ur skin with cream regularly and keep monitoring ur sugars . The wound will heal . Your hba1c suggests that you are a non diabetic or a diabetic who is taking higher doses of antidiabetics than required ( if so kindly consult ) . Also if any other symptoms like fever , rashes , abdominal pain ( consult )

Your blood sugar is completely normal — no diabetic concern. Clean the wound with antiseptic, apply mupirocin ointment and cover with a bandage. Change dressing daily. If you haven't had tetanus vaccine in 5 years, get it. If wound shows redness, swelling or doesn't heal in a week, see a doctor in person.
Next Steps
Consult me on Practo if it worsens or doesn't heal.

Could be a minor scratch from a nail or some sharp edged object, or wound inflicted by scratching. Take tetanus vaccine,  clean wound and apply some antibiotic ointment.
