My mantoux test result is 28mm x 30mm please clear me is it positive or negative, and ese value is 38 in 1 hour what that mean. Need treatment or not.

Mantoues test alone is not helpful in diagnosis of Tb.it must be read with symptoms and other tests.esr is high and it will be more in many conditions.pl consult pulmonologist for further evaluation and treatment.
