Lump near right eyebrow

My daughter is 6 month old, 1 week back noticed lump at the outer end of right eyebrow , which is freely mobile, non tender, skin above swelling is normal, which doctor i need to consult , is surgery required, of we can wait how lon we can wait safely, i attached pic, kindly advise
