Itchy patches on neck and neck.

On neck it started with dark brown patch then appeared like ring and it increasing, itching is also there. Same type brown patches are on my arms also but ring pattern is not there and itching is also not there but on touching it seems like little rough or like dead skin. These are the two problems I have
