Itching on Penis foreskin and redness

I have been suffering from severe itching on penis tip and foreskin. Penis head and foreskin turns deep red. It has smelly fluid like substance inside foreskin. Itching is so severe that sometimes it results in scratching of foreskin. It remains for 2-3 days, then dry up and again happens after 2-3 weeks. It is occurring quite frequently. Please guide.
