Itching in perineum area

I have a itching in area around penis. After scratching, it releives for a moment but this has caused some redness and i think new skin is also coming , some plums maybe too. I have used two betnovate-N tube but not regularly still the problem persists. I need some consultation asap as i dont want to go to see a doctor.
