The current situation doesn't warrant avoiding can water altogether. The risk of transmission is from the outer surface of the can while handling and transporting. Make sure you wipe the outer surface clean with a alcohol based sanitizer. On the other hand, transfer the can water onto a clean vessel and leave the empty can outside. Ofcourse, Wash your hands thoroughly with soap after that.
Boiling water is very good at killing all pathogens, most effective if left boiling for atleast 5-20 min. It doesn't matter if it is hard or soft. But hard water makes a lot of scaling on the vessel used.
My personal opinion: Avoid piped water. There are lot of gastroenteritis cases being reported in South Bengaluru and Hosur, which is caused by water borne pathogen. The last thing you would want is seeking care for an unrelated illness at the time of an outbreak, when health care system is already on its toes.
