Insulin resistance

Checked for Insulin resistance , homa ir index came 3.25 and fasting insulin 28.9. Other hbA1c and fasting glucose tests came normal. Is  medication  required for this ?  Have pcod and also overweight. Kindly provide some dietary tips for this.
