I can't retract my foreskin when erect.

I can retract my foreskin when flaccid but not when it's erect. Is this phimosis or tigh frenulum. Is surgery a must  here? can anybody help

It is better to consult a General Surgeon for a physical examination. Better still, you should get a circumcision done.
