High Myopia or pathalogical: Lasik/ICL

I am Amit Gurung from Darjeeling. I have high or pathlogical myopia with -9.50 and cly -3.00 on right eye and -8.00 with -2.00 cyl on left eye. I don't know options i need to chose lasik or ICL. I'm unemployed person or looking for less expense. I can't use glass any more neither contact lenses. Can anyone help me with beeter option at minimal cost

icl is the better  option but it is a bit expensive. a little lesser.expensive way can be by clear lens extraction with  iol.
