For a 76 years old the above mentioned average BP is acceptable. However you mentioned that she has eye changes due to high BP which I assume is retinopathy, in that case her BP must have been high and uncontrolledfor a long time.
To have high blood pressure for the first time at the age of 76 years we need to do certain blood and other tests to enable us to select a safe drug for her and also to rule out any otherillness causing high blood pressure

kidney function test, urine routine examination and Renal artery Doppler scan
Also an Echo and ECG to see if the high BP has had any effect on heart just like on eyes
