Headaches,nasal congestion, eyes squint

I have had headaches,eye squinting and pressure for 5 months.I am in good physical health. Blood,CT scan and eyes checked by opthlamologist good, 4 months ago I took amoxicilon. Did not do anything. Also have nasal conguestion. Saw an allergist, said it wasn"t allergies. Should I see an ENT or neurologist ? or something else ? Have recently taken Tylenol and advil. Did not really do much. Any ideas ?
