Hand shivering

Sometime he feels his palm and fingers are shivering and at that time he can't even hold a spoon still. He had faced such situation 2-3 times. There is some vibration when he stretches his palm facing downward. What kind of issue is this? Can anyone plz suggest? Whom shall I consult for this?
