Foreskin retraction problem ( Phimosis )

My penis foreskin does not retract back completely.When the penis is normal, it does retract back but when it is erect it does not retract back.I do try to retract it when erect but it retracts only a little.If i try to retract it more, it hurts and does not go further all the way. what is the best solution ?
