Foreskin issues

My foreskin doesn't retract back. When my penis is erect it's very painful as the foreskin tears. I have tried the warm water exercise but it's not helping me. Because of the skin tear on the foreskin, when I urinate it irritates the foreskin causing more pain. What do I do to get rid of this pain. I don't know whom to consult and get it right. It would be helpful if someone can guide me what has to be done. Thank you

Hi.. consult a surgeon in person. You will need a circumcision. It is called phimosis.
