Foreskin doesn't go back now

I am a 34-year-old male experiencing difficulty retracting my foreskin for the past 3 months. When I try to pull it back, the skin often cracks, bleeds, and causes significant pain. I’ve also noticed a recurring white discharge or pus-like substance under the foreskin. Despite cleaning the area daily, it remains irritated and sometimes painful. Sexual activity is painful as well. I am concerned this may be a sign of infection or a condition like phimosis or balanitis. Please advise on possible causes and treatment options.
