Foreskin and frenulum tight on erection

In flaccid state I can retract foreskin easily and when erect I can retract foreskin only up to half of glans and a ring is formed behind the glans of penis and it gets difficult to retract further and when tried the glans bends forward due to frenulum and I also feel that I am not able to achieve full erection and there is no pain.
