Flakes from scalp

I recently (90 days ) moved to cold country for work (poland) and my scalp started flaking up when I rub my hair. The few flakes are rounded and few are of irregular shape. After I take head bath, it is coming immediately but lesser And hairline appears white a bit, after applying coconut oil, it's normal. Additionally hair is getting too oily after 2  days. I'm using anti danruff shampoo head and shoulders for twice a week. Water is too hard here. The powder like flakes are in eyebrows and chest hair as well. Is it dry skin or something else, worried a lot. Ready to take consultation, please help. Scalp in not itchy for now, Drinking 2 litres of water daily, but first month I took less water.
