Usually, tonsillitis will be associated with throat pain, enlarged tonsils, difficulty in swallowing, +/- fever and several other symptoms. These symptoms will be present only during the episode of tonsillitis and subside after treatment.
Although enlarged tonsils without any such episodic symptoms can be normal, as you are having difficulty in swallowing, it's better to get them thoroughly evaluated.
And yes, surgery for tonsillitis/ tonsillar enlargement are purely criteria based and not needed for everyone.

Health Tips
A good oral hygiene would help a lot in your case. Brush twice daily. Gargle after every meal. Use salt water gargling. These may help in reducing infections if there is any.
