The NT and dual marker came as low risk but during tiffa found a isolated EIF on right ventricle..does it cause down syndrome or hear issues

It will not cause any harm. It will disappear spontaneously after some time. It only asks for more investigations to exclude other abnormalities.  You are getting TIFFA done. You may tell your Gynaecologist regarding the echogenic focus.
