I started to get these dry white flaky Patches which are itchy when touched.They first appeared on my inner thigh, then on the top of my thigh. I maintain proper hygiene and moisturize everyday. Any advice regarding this would be helpful.

It seems a fungal infection The moisturiser temporarily dampens the dry flakes, doesn't imply they are gone Once the moisture is lit they reappear

It's Fungus or yeast infection....common around skin folds like thighs and genitals.. avoid sweating, sharing clothes,towels and soap.. specific medicine required depends on the severity.. for detailed prescription do direct online consultation by sending photos.
