Dry lips problem

My lips feel sticky and attached to each other all day time . It is very difficult to open my mouth and speak . There is a layer that is visible whenever i pull my lips apart . Saliva keeps coming to my mouth again and again . Why is it so ? and what i can i do to get rid from this?
