Dry cough and breathing problem

I'm 19 yrs old. I'm having dry cough from almost 3 months, have consulted a physician and taken meditation multiple times but the problem is not completely gone. I feel stickyness in throat all time, mainly after having food and feel irritation in throat. I even experience shortness of breath and feel the need to take long breaths, twice or thrice in a year from last 2 years, it mostly persist for about 7 to 8 days and gets normal by itself. What might be the reason of this problem, is it serious? What should i do and which specialist should i consult?
