Do diplopia comes under PH ?

I have diplopia for more than 10 years and I am studying and preparing for government exams. Do diplopia comes under PH category ? I am unable to read words clearly and loss concentrate easily while reading. I live in Haryana. Will this help me in relaxation or not ? PH ( physical handicapped/ visual impairment)
