Dark pigmentation on skin

Arms skin has black pigmentation darker than regular skin colour. Black pigmentation covers both arms upto tshirt length. My guess, it is due to sun and pollution. Also, skin behind neck is darker. You advice will be hugely appreciated. Any ways to overcome this?
