Cracking in dry Lips

From the last two years I am facing this problem my lips become dry and the even  have cracks I have tried lip balms and Vaseline on but no effect on every  third day it becomes too dry and I have to remove it it's very hard for me because it always starts bleeding when I remove the dried layers on the lips Please help me
