Continuous pain on Shoulder

My Father is diabetic since last 4 year and last one year he is having continues pain on his right shoulder We went to some general physician and he have given some pain killer but that is not affective in long run few says this is happening due to diabetics Even thaugh his sugar is normal Can anybuddy please suggest me what to do whom to meet any specialist.

It's periarthritis shoulder. You need to do visit an orthopedician and get shoulder exercises  done along with pain killers .
